General EANS Information

General EANS Information

The American Rescue Plan EANS funds were approved in March 2021. These funds must be used before September 30th, 2024. The US government has not provided strict rules on what products and services may be purchased using these funds. In general, funds can be used to address COVID-19 learning loss and cover related expenses.

Determining Eligibility

Your K-12 school qualifies for EANS funding if it meets the following criteria:

      • It was established before March 13, 2020.
      • It operates as a non-profit entity.
      • It holds accreditation, licensure, and operates in compliance with state regulations.
      • It has not received a Payroll Protection Program (PPP) loan after December 27, 2020.

Elementary or secondary schools are eligible for ARP EANS funds only if they serve a proportion of students from economically disadvantaged backgrounds most affected by COVID-19.

How to Apply for EANS Funding

Non-public schools can submit their applications for EANS funding through their state's Educational Agency (SEA), which administers the funds. The state's governor acts as the grantee, overseeing the program to ensure transparency and accountability. This arrangement guarantees that non-public schools receive support indirectly through the governor rather than being direct recipients of the funds.
